All 357 municipalities across 15 counties carry the same mobility grade, A to G. The grade measures how freely you can move through an ordinary day, with and without a car.

159 of 357 municipalities are graded E, F or G. There you need a car to get through an ordinary day.

In the lowest bands, walking and public transport cover only a small part of everyday life.

114 of 357 municipalities are graded D. No other grade covers more, and in D everyday life barely holds together without a car.

  • D (114 municipalities)
  • Other grades (243 municipalities)

10 of 357 municipalities are graded A. Oslo, Bergen and Trondheim are among them. Stavanger is graded B.

The grade is the average of two parts. Small island municipalities such as Træna and Kvitsøy score very high on transport choice, because everything is within walking distance. The public transport service itself is weak, and both land at B.

  • A (10 municipalities)
  • Other grades (347 municipalities)

Count municipalities and Norway looks clearly weaker than Denmark. Norway has 357, most of them sparsely populated. Denmark has 98.

Count people and the difference is small. 29.5 percent of Norwegians live in a municipality graded A. In Denmark the figure is 27.1 percent.

Zoom all the way in and the municipalities fall into two kinds. 157 of 357 have their whole population on one side of the divide, and for 147 of them it is the low side.

Halden is of the other kind: 50.7 percent of its residents live in cells graded A, B or C and 49.3 percent in cells graded D to G, while the municipality as a whole is graded D.
